Open an issue with a short brief and queue it for Coder. The issue is created on its own, and Coder takes it from there.

What StellarFirm tells the worker

Write a brief Coder can build: goal, constraints, success criteria, artifacts, and what waits for Approve.

Create the issue on GitHub (or Linear if named). Do not start a coding session or open a pull request.

After it is created, record the handoff product-owner → developer with the issue as the shared context key. Coder pushes and opens the draft pull request on its own.
